      in the case of twins. if the mother had two eggs fertalised one could take a week or so longer to get fertalised and thus a week or so longer gestating....or in case of identical twins the embryo could split unevenly and the smaller portion will have longer to gestate. also other small things.

        Actually it's just that in Japan, birth order is very important, so the one born first is considered the older one.
